Stephen R. Kappes, Chairman
Mr. Kappes retired from the Central Intelligence Agency (CIA) as the Deputy Director in May 2010 after 30 years of service. From 2006 to 2010 he was directly involved in the leadership and management of all elements of the Agency under two different Directors and two Presidential administrations. From 2005 to 2006 he was the Chief Operating Officer of ArmorGroup International and a member of the Board of Directors of ArmorGroup International plc. From 2002 to 2004 Mr. Kappes served as the Associate Deputy Director of Operations and then the Deputy Director of Operations for the CIA. Mr. Kappes also served during his career as the Associate Deputy Director for Counterintelligence. Mr. Kappes was a Captain in the United States Marine Corps before joining the CIA. Currently, he is Chairman of the Board of Artel LLC and Diamondback Tactical and a member of the Board of Directors of Zephyr Photonics Inc.


Andrew Bair, Chief Executive Officer and Director

Andrew Bair was appointed Chief Executive Officer of Diamondback Tactical in August 2012, and he has been a member of the Board of Directors of the company since July 2012.  Mr. Bair joined Diamondback Tactical in November 2011 as Senior Vice President for Corporate Development, and he has been an Operating Partner at Torch Hill Investment Partners since October 2011.  During his 25-year career, Mr. Bair has served in several senior positions in the U.S. Government and in the national security industry.  In addition, he has advised the U.S. and foreign governments, international organizations, and many leading international security firms.  Prior to his joining Torch Hill and Diamondback Tactical, Mr. Bair served as CEO of two Washington-based national security-consulting firms, and he was a Senior Vice President at the Willis Group in New York.  During his tenure in government, Mr. Bair served in the U.S. Department of State where he was Special Advisor for Counter-Terrorism in the Office of the Secretary of State, Senior Advisor to the U.S. Special Envoy to the Balkans, and Senior Advisor in the Bureau for International Narcotics and Law Enforcement Affairs.  He also spent three years as a senior political advisor with the United Nations peacekeeping mission in the former Yugoslavia.  Mr. Bair began his career with SAIC and BDM International.  He has earned a B.A. in Political Science from Southern Methodist University, an M.A. in National Security Affairs from George Washington University, and an Executive Certificate in International Finance from Georgetown University.  Mr. Bair is a published author on international peacekeeping policy, and he is a member of the Atlantic Council.


Jesse Walcott, Chief Financial Officer and Director

Mr. Walcott joined Torch Hill Investment Partners in 2011 and focuses primarily on transaction execution and portfolio monitoring and development. Mr. Walcott has spent much of his career investing and operating in the defense and government services, automotive and firearms industries. Prior to Torch Hill he spent seven years at Cerberus Capital Management, L.P. in the Private Equity Group and in executive positions within two Cerberus portfolio companies, where he was involved with nine completed acquisitions representing over $7 billion of invested capital, as well as numerous financing and restructuring transactions. Most recently, Mr. Walcott served as Vice President of Strategic Planning and Corporate Development for IAP Worldwide Services, a $1 billion revenue defense contractor controlled by Cerberus. Prior to IAP, Mr. Walcott served as Vice President of Strategic Planning for Freedom Group, Inc., the largest global commercial markets manufacturer of firearms and ammunition, also controlled by Cerberus. Prior to Cerberus, he spent five years in investment banking at Legacy Securities and JPMorgan’s Financial Sponsors Group. Mr. Walcott graduated from the University of Virginia with a bachelor degree in English and Economics.


Devon Archer, Director

Mr. Archer is the Co-Founder and Senior Managing Director of Rosemont Capital, LLC where he has led the development of the investment platform, which manages private equity, fixed income and real estate investments. Mr. Archer is also the Executive Director of Rosemont Realty, LLC. Mr. Archer started his career at Citibank’s foreign direct investment group, Citicorp Asia Ltd., before serving as a Vice President at New England Financial and subsequently MetLife where he worked as a special analyst to the Strategic Management Group of both groups’ Executive Committees; and was closely involved in MetLife’s historic IPO and demutualization in 2000. Mr. Archer was the Founder and President of Sitaro LTD., a leading marketing software and services company acquired by CoActive Marketing Group (NASD -CMKG) in 2004. Mr. Archer served as an advisor to John Kerry during his 2004 Presidential Campaign and co-chaired the National Finance Committee. Along with Rosemont Realty, Mr. Archer serves on the Board of Viet Thai Joint Stock Company, Cataphora Inc. and the Howard J. Heinz Trust. Mr. Archer earned his Bachelor of Arts in History from Yale University and lives with wife, Dr. Krista Archer, and son, Lukas Archer, in New York City.
